The phrase "BIR e-invoicing" gets thrown around a lot — but most MSME owners aren't sure what it actually means for them specifically. Here's the plain-language breakdown.
A Brief History: RR 8-2022 and Beyond
Revenue Regulations 8-2022 formally introduced the mandatory e-invoicing framework for the Philippines. It initially applied to taxpayers identified by the BIR as "Large Taxpayers" and exporters. Subsequent regulations and BIR advisories have steadily expanded the coverage — adding more industries, lowering thresholds, and increasing scrutiny on the VAT chain.
The expansion isn't stopping. The BIR has publicly stated its intention to bring all VAT-registered businesses into the e-invoicing system eventually. The ₱10M gross sales threshold for mandatory compliance is the current floor — but the direction of travel is clear.
E-Invoicing vs. Digital Receipts vs. Paper ORs — What's the Difference?
E-Invoicing (BIR mandate)
A structured electronic document transmitted to the BIR's e-invoicing system in real time or near-real time. Applies mandatorily to ₱10M+ gross sales businesses.
Digital receipts / POS-generated receipts
A receipt printed or sent electronically by an accredited POS system. Not the same as e-invoicing, but still requires BIR POS accreditation. Applicable to most retail and F&B MSMEs.
Paper ORs / manual OR books
Printed official receipt booklets purchased from BIR-accredited printers. Still valid for non-VAT businesses below thresholds — but must be renewed, stored for 10 years, and are slow to process.
What MSMEs Should Do Right Now — Even If Not Yet Required
If you're below the current mandatory threshold, you still have work to do. Register your POS if you have one. Ensure your OR books are from a BIR-accredited printer. Keep your records current.
More practically: get your record-keeping into a system that can scale. When your business crosses the ₱10M threshold — and many growing MSMEs do within 2-3 years — the transition to full e-invoicing compliance is dramatically easier if you're already operating digitally.
